    <目次>2021年7月、国政の場から発せられた、2つの「引き上げ」のニュースが話題を呼んだ。一つは「最低賃金の引き上げ」、もう一つは「雇用保険料の引き上げ」だ。 最低賃金の引き上げについては、7月14日に厚生労働大臣の諮問機関である中央最低賃金審議会が、過去最高の引き上げ額となる「28円」を目安とした引き上げを決定した。このことについては肯定的な声や「もっとさらに上げるべき」という意見、逆に懸念を訴える声など、まさに賛否両論といった反応があるが、その詳細は後ほど説明しよう。 雇用保険料の引き上げについては、7月28日に「厚労省が検討に入ることが分かった」というニュースを各メディアが取り上げた。今後、労働政策審議会で保険料率などを議論し、早ければ来年の国会に改正案を提出するというものだ。こちらは最低賃金引き上げほど話題になっていないようだが、やはり懸念の声もちらほら聞かれる。そして実は最低賃金引き上げと密接に関わっている。 一見すると労働者の待遇が改善されてプラスに思える最低賃金の引き上げだが、なぜ、懸念も聞かれるのだろうか。労働者や雇用の現場には、具体的にどのような影響が出るのだろうか。 実際に社員を雇用する経営者であり、また、人材紹介サービスを運営し、自ら人材の給与交渉を企業の採用担当者と行う立場である筆者が、企業の雇用現場の視点から、最低賃金引き上げと雇用保険料引き上げについて紐解いていきたい。前述のとおり、最低賃金の引き上げは、労働者にとってプラスになる印象があるだろう。現在の全国平均は902円なので、28円上がると930円になる。これは時給なので日給換算では7,216円が7,440円に上がる計算だ。給料が上がることは、労働者にとってメリット以外の何ものでもない。 7月14日に中央最低賃金委員会の小委員会で決定された最低賃金の引き上げとその目安は、各都道府県でそれぞれの最低賃金額を決め、おおよそ10月頃から新しい最低賃金に変わる。年内には時給が30円前後アップする人もいるかもしれない。 最低賃金は、実は毎年引き上げられており、安倍政権下では目標どおり年3%ずつ引き上げられていたが、昨年2020年はコロナ禍の影響で最低賃金引き上げの目安が示されず、実際の引き上げ幅も0.1%の1円程度にとどまった。 過去最大の引き上げ額と言っても、上げ幅は3.1%と19年以前とさほど変わらないが、コロナ禍で困窮する人も多い中、2年越しの引き上げは労働者にとって嬉しくないはずがない。働き手側からは今回の最低賃金引き上げを歓迎する声が上がっているし、一部の労働組合や政党などからは、もっとさらに上げるべきだという声も出ている。先進国の中ではまだ低い水準にあるためだ。 労働者にとっては給料が増えることが最大のメリットになるが、一個人にとどまらないメリットも最低賃金引き上げでは見込まれる。 企業側の視点では、給料が高く設定されることで社員の退職が若干なりとも減ることはメリットだと言える。採用コストも決して安いものではないため、社員が確保しやすく、辞めにくくなることは、悪いことではない。 日本経済全体で見た場合も、労働者の給料がアップすることで消費もアップし、経済が活性化すれば景気も回復すると考えられ、そもそもそうした経済全体への効果を目的に、国は最低賃金引き上げを実施している。 このように個人にも社会全体にも一定以上のメリットがありそうな最低賃金引き上げだが、懸念や反対の声が上がるのはなぜなのだろうか。【次ページ】フリーランスが増え、バイトの求人が減る?
